This is frustrating because the concept is solid—who doesn't want to be a wolf raising cubs in the wilderness? But the execution is mediocre and the community has become a genuine safety concern.
The kidSAFE certification gives parents a false sense of security. Multiple reports from actual parents on Reddit warn that adults are in there teaching kids inappropriate things, and the moderation is clearly insufficient. A 4.6-star rating on Google Play doesn't mean much when the reviews themselves mention concerning experiences.
Even if you could somehow guarantee safe play (offline mode, if it exists), the game itself is apparently not that good. There are better animal simulators out there that don't come with a side of stranger danger. Pass on this one.
