XCOM is one of the best strategy games ever made, full stop. It's brutal, unforgiving, and will teach your kid more about consequence management and strategic thinking than a semester of school.
The M rating exists because of blood splatter and the occasional F-bomb, but the violence is tactical—you're moving units on a grid, not glorifying gore. Parent reviews are unanimous: the rating feels harsh. Mature 12-13+ who can handle losing soldiers they've named and customized will be fine.
