City of Ember has all the ingredients for a solid family adventure: interesting premise, positive messages about cooperation and environmental stewardship, and age-appropriate suspense. The problem? It's just kind of... meh.
The 53% critic score and especially that 46% audience score tell you what you need to know: this movie doesn't quite deliver on its promise. The pacing drags, the 2008 production feels dated (even by 2008 standards it was considered underwhelming), and kids today will likely find it slow compared to modern family films.
That said, if your 8-10 year old loved the book or is into puzzle-solving adventures, it's perfectly safe and has some genuinely good themes. Just don't expect it to become a family favorite or generate requests for rewatches. It's the kind of movie you watch once, say "that was fine," and never think about again.
