South Park is at its best when it's biting the hand that feeds it. The Streaming Wars Part 2 is essentially a giant middle finger to the contract that forced the creators to make these specials in the first place. It's not the series' most profound work, but it's a solid, funny critique of the 'content' era.
If you can handle the literal toilet humor—and it is very literal here—it's a sharp look at how corporate entities fight over our attention and our wallets. Just don't expect it to be anything other than what it is: a gross, smart, cynical ride through a town that refuses to grow up.
