Look, this is what it is: a 2013 Nickelodeon sitcom that was designed to milk two popular characters from other shows (iCarly and Victorious) for one more round of advertising revenue. It's loud, it's chaotic, and it's not going to teach your kids anything useful.
The main issue is that Sam's entire personality is 'aggressive bully who solves problems with intimidation' and Cat is so ditzy she borders on needing actual supervision herself—and these aren't presented as character flaws to overcome, they're just... who they are.
