Look, the premise is wild: scientist from 2031 gets zapped back to 1817 Switzerland where he meets Mary Shelley, Lord Byron, AND the actual Frankenstein monster. On paper, that's amazing.
In practice? This is a Roger Corman low-budget special that feels every bit of its 1990 roots. The effects are rough, the pacing is all over the place, and the audience score of 33% tells you everything you need to know. Even people who love B-movies find this one hard to sit through.
There are interesting ideas buried here about scientific ethics and the responsibility of creators, but you'll have to dig through a lot of dated schlock to find them. Unless you're a film history completist or have a very specific taste for early-90s sci-fi horror, this is a skip.
If you want Frankenstein content, just read the original novel or watch Young Frankenstein. If you want time-travel sci-fi, there are a thousand better options.
