Elmo's World is a relic from 1998 that served its purpose: boosting Sesame Street's ratings with toddlers by creating a sustained, simple segment just for them. It's safe, it's educational in a basic vocabulary-building way, and it absolutely works for 2-4 year olds.
But let's be honest—this is not appointment television for anyone over preschool age. The format is mind-numbingly repetitive (Dorothy the goldfish, Mr. Noodle, the same structure every time), the production looks ancient, and the entertainment value for parents is approximately zero. The IMDB rating of 6.5 tells you everything: even nostalgic adults can't pretend this holds up.
If you have a toddler, this is perfectly fine background noise that won't rot their brain. If your kid is in kindergarten or beyond, they've already moved on, and you should too.
