Here's the deal: this movie has a 3.8 on IMDb and 20% on Rotten Tomatoes for a reason. It's not because critics hate fun or imagination—it's because this is objectively a rough watch. The effects are dated in that specific mid-2000s way that's aged like milk, the acting is stilted, and the whole thing feels like a sugar rush that leaves you with a headache.
That said, some young kids genuinely love it. The imagination-focused story resonates, and if your 7-year-old wants to watch it, it's not going to harm them. But don't expect to enjoy it yourself, and don't be surprised if modern kids who are used to Pixar-level storytelling find it boring or weird.
The WISE score is low not because it's inappropriate, but because it's genuinely hard to recommend something this poorly executed and dated when there are so many better options for imagination-focused kids' content. If your kid specifically requests it, fine. But don't put this on your must-watch list.
