Here's the deal: this is a Netflix TV movie spinoff that nobody asked for and nobody particularly enjoyed. The ratings tell the whole story—30% audience score on Rotten Tomatoes, 5.3/10 on IMDb, and a dismal 2.7/5 on Letterboxd. That's rough.
The concept (Puss trapped in a storybook) has potential, but the execution clearly missed the mark. This is the kind of content Netflix churned out in the mid-2010s to pad their kids' library—watchable in the sense that it won't traumatize anyone, but forgettable and uninspired.
If your kid is obsessed with Puss in Boots and has already watched the actual movies five times each, sure, throw this on. But don't expect the charm, humor, or production quality of the theatrical releases. This is background noise at best, and even young kids seem to recognize it's not great. There are so many better options in the Netflix kids' section.
