It is a Paw Patrol movie. You know exactly what you are getting: colorful vehicles, repetitive catchphrases, and a plot that exists mainly to sell the new line of Dino Rescue toys. It is safe, wholesome, and a reliable 90-minute distraction for a rainy afternoon.
However, the low audience rating is a fair warning. Unlike the first theatrical movie, this one feels less like a 'film' and more like a long, slightly boring episode of the show. If your kid is obsessed with dinosaurs, they will love it. If they aren't, there are better ways to spend their screen time.
