The dinosaurs are the reason to buy in. Every mainline set hands your kid a molded, poseable T. rex or raptor, a scene to wreck, and a chase to run, and the dinosaur keeps working as an action figure long after the build scatters into the bin. The movies can wait years. The bricks don't have to.
Price-check with open eyes: custom dinosaur molds push cost-per-piece above LEGO City, so you pay for the creature, not the brick count. If your kid wants dinosaurs, that trade is the whole point.
No LEGO set is inappropriate for any age. Box numbers track build complexity and branding, not content: a 5-year-old can build the T. rex years before Jurassic Park makes a good movie night, and the bricks carry none of the films' terror. Treat the label as a solo-build floor. The 4+ sets run solo from preschool, the 7+ and 9+ playsets work from about 5 with a parent on bag duty, and the 18+ Jeep is a family project for a patient 10-year-old and up. Under 3, small parts are the one hard line.
The sets take the franchise's chase scenes and turn them into floor play a preschooler runs at their own speed. No peril survives the translation to bricks; the scariest thing in the box is a plastic snarl.

The math still works when the kid wants dinosaurs: $29.99 buys a working T. rex plus a build, cheaper than most plush and sturdier than all of it.
