Look, this is basically a DVD bonus feature that got released as its own thing. At 16 minutes, it's a quick hit of Megamind content for kids who loved the original 2010 movie.
The good news: it's harmless, continues the redemption themes, and has that DreamWorks animation polish. The bad news: those ratings tell the story—6.4 on IMDb and 3.2 out of 5 on Letterboxd means it's aggressively mediocre. It's the kind of thing that exists, your kid might watch it once, and then everyone forgets about it.
If you're doing a Megamind marathon and this pops up, sure, let it play. But don't go out of your way to track it down. There are better ways to spend 16 minutes of screen time, and honestly, the original Megamind movie is way better if your kid hasn't seen that yet.
