This is exactly what it says on the tin: a LEGO Star Wars Halloween special. It's not going to blow anyone's mind—those audience scores tell the real story—but it's a perfectly serviceable 45 minutes of October entertainment for elementary schoolers.
The 'Terrifying' in the title is pure marketing. This is spooky in the 'plastic vampire fangs from the grocery store' sense, not the 'actual nightmares' sense. LEGO's signature humor keeps everything light, even when characters are supposed to be scared.
